With new obligations under the 2012 Building Decree, an office building must have at least energy label C by 1 January 2023 to remain in use. According to the Rijksdienst voor Ondernemend Nederland (RVO) this means "a primary fossil energy use of no more than 225 kWh per m2 per year".
